How do I clear EF message 0137 about a driver's license or state ID on a New York individual return? 

NY EF message 0137 states:

NY - NY requires the taxpayer's and spouse's (if filing jointly) Driver's License or State Issued ID be provided.  This requirement applies to IDs from out of state as well as NYS IDs.

Resolution:(Note) the term 'taxpayer' also applies to the spouse if filing jointly

(1) Enter the taxpayer's Driver's License or State issued ID in the applicable field(s) on the federal PIN2 screen; OR

(2) If the taxpayer does not have any form of State or government issued ID or Driver's License, check the applicable box on the federal IDS screen. 

New York implemented a Driver's License or State-Issued ID Requirement beginning with tax year 2016. To clear the message, make the following entries, as applicable:

  • If taxpayer/spouse has a valid NY driver's license or NY state ID: 
    • Enter driver's license or ID information from NY on the federal screen IDS.
    • Enter the document number from a NY license or ID on the PIN2 screen.
      • To view where the document number is found on valid NYS identification cards, click here.
  • If the taxpayer/spouse has a driver's license or state ID from a state other than NY:  
    • Enter driver's license or ID information on the federal screen IDS.
    • On the PIN2 screen, leave the document number box blank.
  • If the taxpayer/ spouse does not have a driver's license or ID from ANY state:
    • On the IDS screen, check the box(es) "Mark this box if the taxpayer (spouse) doesn't have a driver's license or a state-issued photo ID."

Joint tax returns require this information for both taxpayer and spouse. Per state guidelines, New York state individual returns without the appropriate identification information are not eligible for e-file.

Note: DO NOT check the box that states "Mark this box if the taxpayer did not provide a driver's license or state-issued photo ID" to indicate that the taxpayer is opting out of providing state issued identification information. Taxpayers with a state-issued ID who do not want to provide that information on the return are not eligible to e-file their NY State return.
