14473: OH - Forms Not Printing; Only Numbers Printing

I am trying to print out a completed Ohio return, however, only the numbers are printing; the form itself is not printed out. Why? 
 

Beginning in Tax Year 2016, the Ohio Department of Taxation has requested that we do not allow forms to be printed that have not been approved to print. If “Taxpayer Copy Only – Do Not Mail This Form” is printed across the top of the form in View/Print mode, the form has not been approved to be printed.

Updates will enable the printing of forms as approvals are received from the Ohio Department of Taxation.

This printing limitation:

  • applies to all return types for Ohio;
  • occurs when printing to PDF or a tangible printer;
  • does not prevent the e-filing of the Ohio returns (as applicable);
  • does prevent paper-filing of returns on non-approved forms.
