How do I produce a payment vouchers for Virginia returns?

Virginia requires Business return Estimates, Extensions and Payments to be paid by Electronic Fund Transfer. This can be accomplished on the www.tax.virginia.gov website.

Paper payment vouchers for individual returns are for electronically-filed returns only.

When a return shows a VA balance due that is greater than the thresholds listed below, a voucher will not produce in view mode. This applies whether filing the regular return or an extension. More information can be found in the state FAQ screen and VA State Instructions. Note 512 also generates explaining this requirement. 

You can e-file the ES vouchers with the regular return. The estimates cannot be e-filed as a standalone transmission, or after the return has already been e-filed. Some individuals are eligible to paper-file the vouchers if the return was e-filed with the following exceptions:

2023 and 2022

"Individuals are required to file and remit payment using an electronic medium if (i) any installment payment of estimated tax exceeds or can reasonably be expected to exceed $1,500, (ii) any payment made with regard to a return or extension of time to file exceeds $1,500, or (iii) the taxpayer’s estimated total tax liability exceeds $6,000. If any of the thresholds above apply to you, all future individual income tax payments must be made electronically. This includes all payments for estimated taxes, extensions of time to file, and any other amounts due when a return is filed."

2021

"Individuals are required to file and remit payment using an electronic medium if (i) any installment payment of estimated tax exceeds or can reasonably be expected to exceed $2,500, (ii) any payment made with regard to a return or extension of time to file exceeds $2,500, or (iii) the taxpayer’s estimated total tax liability exceeds $10,000. If any of the thresholds above apply to you, all future individual income tax payments must be made electronically. This includes all payments for estimated taxes, extensions of time to file, and any other amounts due when a return is filed."

ES vouchers will not print if the amount exceeds the threshold amount. More Information can be found in the state FAQ screen and VA State Instructions. Note 512 also generates explaining this requirement. 

Paper-filed returns should include payment with the return, or be paid online. Paper-filed returns should be mailed to the address listed in the instructions (this address will also appear on the filing instructions and letter in View) - selected either by city/county of residence or where income was earned. 

For VA non-residents or part-year residents, the county code must be entered on VA screen 1 to produce a valid address on the letter and the filing instructions. On VA screen 2, an X in the Print Virginia Mailing Addresses box produces a two-page list of all city and county addresses for filing returns, plus the Richmond, VA general address.
