How do I get excess withholding refunded by RITA?

RITA will not refund excess withholding unless you file RITA Form 10A, Application for Municipal Income Tax Refund (screen RT10).

When form 10A is filed for a refund of excess withholding, the tax withheld in Section A must be reduced by the amount being refunded. As a result, excess withholding is not shown on RITA form 37, line 12. The overpayment on Line 17 includes only the amount of estimated tax and prior year credits that are available for refund.
