16577: DC - Healthcare Shared Responsibility - EF Message 0120

If all has not been selected, you must complete a data entry screen HSR2 for each family member in the return. 

Starting in tax year 2019, the District of Columbia "...requires all residents to have health coverage, have an exemption, or pay a tax penalty on their D-40." All DC taxpayers must either have qualifying healthcare coverage, claim an exemption, or make a shared responsibility payment when filing Form D-40. The red message is generated indicating that an entry is needed. 

To indicate coverage in Drake Tax, entries need to be made on either the DC > HSR and/or DC > HSR2 screen(s), depending on the coverage maintained by the household. Note that federal entries on the HC screen are not carried to DC. 

In Drake20: 

If all members of the household had coverage, check the applicable box on the HSR screen.

• No penalty is calculated and D-40, line 24 displays a zero (0).
• No worksheets are produced, but note 60 is shown indicating your entry. 

If no one in the household had minimum essential coverage, and are not claiming exemptions, check the applicable box on the HSR screen.

• The penalty is calculated on the DC HSR, DC HSR Wk, pages 1-3.
• The Shared Responsibility Payment is carried to D-40, line 24. 

If household members had part-year coverage, differing coverage, or exemptions, complete a HSR2 screen for each member. 

• Complete a separate HSR2 screen for each member of the household by pressing Page Down.
• Review the DC HSR, DC HSR Wk, pages 1-3 for the calculation of the Shared Responsibility Payment that carries to the D-40, line 24.

In Drake19:

If all members of the household had coverage, check the box 1 under Part I.

• No penalty is calculated and D-40, line 28 displays a zero (0).
• No worksheets are produced, but note 60 is shown indicating your entry. 

If no one in the household had minimum essential coverage, and are not claiming exemptions, answer questions 5 and 6 on Part II of the HSR screen, as applicable. 

• The penalty is calculated on the DC HSR, DC HSR Wk, pages 1-3.
• The Shared Responsibility Payment is carried to D-40, line 28. 

If household members had part-year coverage, differing coverage, or exemptions, first answer questions 5 and 6 on Part II of the HSR screen, as applicable. Then use the HSR2 screen to complete the worksheets and calculate the penalty. 

• Complete a separate HSR2 screen for each member of the household by pressing Page Down.
• Review the DC HSR, DC HSR Wk, pages 1-3 for the calculation of the Shared Responsibility Payment that carries to the D-40, line 28.
