How do I resolve Texas EF reject 5, 3590, 3592, 3593, or 3696?

 

Error number 5

“Taxpayer Number not Found on the taxpayer database; tax return must be submitted by mail.”

  • The Department of Revenue assigns a unique 9- or 11-digit code for every registered and filed return. Drake applies a few checks to rule out known invalid entries for this somewhat complex code, but sometimes is unable to discern the more specific data entry errors.
  • Perform the following steps when your client encounters this reject:
    • Double check your entry based on the information your client has provided to you.
    • Call the Texas Comptroller Office to verify.
    • Paper-file the return (after ruling out a data entry error).

Error number 3590

“The Public Information Report was not submitted with the tax return.”

  • Certain “no tax due” qualifying filers (i.e. Passive Entities and the Veteran Owned Businesses) may exclude the Public Information Report (PIR). Drake Software prevents returns from being filed without the PIR unless the Passive Entity or Veteran Owned Business check box is marked on the Texas screen “Report Info” in the Individual Package or screen 1, General Information, in the business packages. Keep in mind that both types of businesses require pre-authorization from the Texas Comptroller’s office.
  • If your client receives this error, perform one of more of the following steps:
    • Check that your client has registered with Texas as either a Passive Entity or a Veteran Owned Business.
    • Remove the checkbox to include the PIR with the Texas return (if the client has not registered).
    • Contact the Comptroller’s office to resolve this discrepancy (if the client has registered and were approved to file as either a Veteran Owned Business or a Passive Entity).

Error number 3592

“The Entity owes the OIR (form 05-167) not the PIR (form 05-102).”

  • The form type is chosen during the initial registration process and the same form must be filed over the following years. Your client receives this reject if they file the incorrect form over subsequent years.
  • If your client encounters this reject, consider the following solutions:
    • Change the report and re-file Texas.
    • Contact Texas’ Comptroller’s office to resolve this inconsistency.

Error number 3593

“The Entity owes the PIR (form 05-102) not the OIR (form 05-167).”

  • The form type is chosen during the initial registration process and the same form must be filed over the following years. Your client receives this reject if they file the incorrect form over subsequent years.
  • If your client encounters this reject, consider the following solutions:
    • Change the report and re-file Texas.
    • Contact Texas’ Comptroller’s office to resolve this inconsistency.

Error number 3696

“Security Information is invalid or blank.”

  • Either the amount entered as prior year revenue or the 6-digit XT code does not match what Texas has on file.
  • Consider the following remedies:
    • Review your client’s information.
    • If this information is deemed to be correct, then contact the Texas’ Comptroller’s office to review the prior year revenue or XT number
