Why is the household income amount on line 5 showing as 133% of the federal poverty line when it calculates as a higher amount? 

 

If there is unemployment compensation on the 2021 return, the amount used for Form 8962, line 5 will be a maximum of 133%, even if the calculated amount shown on Wks 89621 is higher.

Per the 8962 Instructions, "Unemployment compensation. If a taxpayer, or the spouse of the taxpayer (if filing a joint return), received, or is approved to receive, unemployment compensation for any week beginning during 2021, the amount of the taxpayer's household income is considered to be no greater than 133% of the federal poverty line for the taxpayer's family size."
